Today W3C announces a new version of a standard for representing knowledge on the Web. OWL 2, part of W3C's Semantic Web toolkit, allows people to capture their knowledge about a particular domain (say, energy or medicine) and then use tools to manage information, search through it, and learn more from it. Massachusetts Man Charged with Conspiracy to Provide Material Support to Terrorists
BOSTON—A Sudbury, Mass., man was charged today in federal court with conspiracy to provide material support to terrorists.
Acting U.S. Attorney Michael K. Loucks and Warren T. Bamford, Special Agent in Charge of the FBI - Boston Field Division, announced today that Tarek Mehanna, 27, of 6 Fairhaven Circle, Sudbury, Mass., was charged in a complaint with conspiracy to provide material support to terrorists.
The complaint alleges that, beginning in or about 2001 and continuing until in or about May 2008, Mehanna conspired with Ahmad Abousamra, and others to provide material support and resources for use in carrying out a conspiracy to kill, kidnap, maim or injure persons or damage property in a foreign country and extraterritorial homicide of a U.S. national.
Specifically, the complaint affidavit alleges that Mehanna and coconspirators discussed their desire to participate in violent jihad against American interests and that they would talk about fighting jihad and their desire to die on the battlefield. The complaint further alleges that the coconspirators attempted to radicalize others and inspire each other by, among other things, watching and distributing jihadi videos. It is alleged that, among other things, Mehanna and two of his associates traveled to the Middle East in February 2004, seeking military-type training at a terrorist training camp that would prepare them for armed jihad against U.S. interests, including U.S. and allied forces in Iraq. The complaint also alleges that one of Mehanna’s coconspirators made two similar trips to Pakistan in 2002.
According to the complaint affidavit, Mehanna and the coconspirators had multiple conversations about obtaining automatic weapons and randomly shooting people in a shopping mall, and that the conversations went so far as to discuss the logistics of a mall attack, including coordination, weapons needed and the possibility of attacking emergency responders. It is alleged that the plan was ultimately abandoned, because of their inability to obtain the automatic weapons they deemed necessary to effectively carry out the attacks.
Mehanna was previously indicted in January 2009 for making false statements to members of the Joint Terrorism Task Force of the FBI in connection with a terrorism investigation.
If convicted on the material support charge, Mehanna faces up to 15 years in prison, to be followed by three years of supervised release and a $250,000 fine.
The case was investigated by the FBI’s Joint Terrorism Task Force (JTTF) members: Immigration and Customs Enforcement, Customs Border Protection, Massachusetts State Police and the Lowell Police Department, in addition to other members of the FBI’s Joint Terrorism Task Force. The JTTF includes officers and agents from a number of other federal, state and local law enforcement agencies. It is being prosecuted by Assistant U.S. Attorneys Jeffrey Auerhahn and Aloke S. Chakravarty of Loucks’s Anti-Terrorism and National Security Unit.
The details contained in the complaint are allegations. The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

Ohio boy, 7, hit by deer while playing football
WINTERSVILLE, Ohio – A 7-year-old Ohio boy playing a game of backyard football was tackled by a deer.
Brandon Hiles says he encountered the buck when the ball rolled into woods while he was playing with friends Saturday in Wintersville, about 125 miles east of Columbus. The boy says the buck ran at him and flipped him with its antlers, leaving bruises and a gash.
His 9-year-old friend Wyatt Pugh (pyoo) beat the deer with a stick to make it go away.
Wintersville Police Officer Art Fowler Jr. says there were actually two bucks in the area gearing for a fight, and Brandon was attacked when he inadvertently got between them.

NIH Grantees Win 2009 Nobel Prize in Chemistry
The 2009 Nobel Prize in chemistry is shared by two grantees of the National Institutes of Health (NIH), Thomas A. Steitz, Ph.D., of Yale University, New Haven, CT and Ada E. Yonath, Ph.D., of the Weizmann Institute of Science, Rehovot, Israel. The two researchers share the award with a former NIH grantee, Venkatraman Ramakrishnan, Ph.D., of the MRC Laboratory of Molecular Biology, Cambridge, United Kingdom. The three researchers are honored for studies of the structure and function of the ribosome. Ribosomes produce proteins, which in turn control the chemistry in all living organisms.
"Understanding the ribosome's inner-workings is important for a scientific understanding of life," said NIH director Francis S. Collins, M.D., Ph.D. "Thanks to the 3D models created by these three researchers showing how various antibiotics bind to the ribosome, scientists can now develop new antibiotics which will ultimately save lives and decrease suffering."
The NIH began supporting the work of Dr. Steitz in 1971, Dr. Yonath in 1985, and Dr. Ramakrishnan in 1979 and has provided a total of more than $17 million to the three researchers.
The NIH's National Institute of General Medical Sciences (NIGMS) has provided more than $8 million to support the work of Dr. Steitz, nearly $4 million to support the work of Dr. Yonath, and more than $2 million to support the work of Dr. Ramakrishnan.
"When these researchers started their work, determining the structure and mechanism of the ribosome seemed nearly impossible," said NIGMS director Jeremy M. Berg, Ph.D. "Their achievement shows how basic research to answer fundamental questions about biology also lays the foundation for medical advances."
In addition, the NIH’s National Institute of Allergy and Infectious Diseases (NIAID) and the National Center for Research Resources (NCRR) provided more than $1 million and more than $800,000, respectively to support the research of Dr. Steitz. The National Center for Research Resources also provided more than $800,000 to support the work of Dr. Yonath.

Eight US soldiers killed in Afghanistan after clash with millitants
Officials say that eight US soldiers and two members with the Afghan National Security Force were killed on Saturday, following a battle with militants in Afghanistan. Another thirteen Afghan security officers were captured.
The clashes occurred in the Nuristan province, a remote area in the eastern part of the country, NATO said. It was the largest number of US troops killed in a single battle for over a year.
The militants had reportedly attacked two security posts in the province with rifles and rockets, according to the International Security Assistance Force. The posts were surrounded by several hundred fighters.
In response, the US dispatched jets to launch air strikes on the area. A statement by NATO announced that "coalition forces effectively repelled the attack and inflicted heavy enemy casualties while eight ISAF and two ANSF [Afghan National Security Forces] members were killed."
The Taliban has claimed responsibility for the attacks.

Rio de Janeiro to host 2016 Olympics
The International Olympic Committee has selected Rio de Janeiro, Brazil to host the 2016 Summer Olympics. IOC President Jacques Rogge made the announcement Friday in an IOC meeting in Copenhagen, Denmark on Friday.
The other three contestants, Chicago, Madrid, and Tokyo, were eliminated in earlier rounds of voting. Chicago was the first candidate city eliminated in voting, with Tokyo was dropped in the second round. Rio de Janeiro was left to compete with Madrid.
Brazilian president Lula said that his country would "deliver an unforgettable Games".Rogge said that Rio de Janeiro had "a very strong technical bid, built upon a vision of the Games being a celebration of the athletes and sport, as well as providing the opportunity for the city, region and country to deliver their broader long-term aspirations for the future." He added that "this call to 'live your passion' clearly struck a chord with my fellow members, and we now look forward to seeing Rio de Janeiro staging the first Olympic Games on the continent of South America."
"Rio is ready. Give us this chance and you will not regret it," Brazil's president Luiz Inacio Lula da Silva had told the committee before the vote. "Rio will deliver an unforgettable Games. You will see for yourselves the passion, the energy and the creativity of the Brazilian people."

Welch supports, House passes bill to freeze Medicare premium increases for seniors
Rep. Peter Welch supported and the House passed legislation Thursday to help 11 million senior citizens and disabled people avoid a significant increase in their Medicare Part B premiums.
The Medicare Premium Fairness Act (H.R. 3631) will ensure that seniors, who are not expected to receive a cost-of-living adjustment to their Social Security benefits in 2010, do not face the additional hardship of increased Medicare premiums. The legislation will help roughly a quarter of Vermont’s seniors.
H.R. 3631, of which Welch was an original co-sponsor, passed on a vote of 406 to 18. More than a quarter of the 42 million Americans enrolled in Medicare Part B are due to see their premiums increase next year from $96.40 a month to between $110 and $120 a month.
This increase would especially harm new enrollees and retirees – as well as state governments, which are obligated to pay premiums for many low-income seniors. H.R. 3631 will freeze payments at $96.40 a month for 2010.
“Seniors already facing stagnant Social Security benefits next year should not be forced to shoulder the additional burden of increased Medicare payments. These are difficult economic times for all Vermonters, but they are especially hard for seniors living on a fixed income who struggle every day to make ends meet,” Welch said. “This legislation will serve as a critical lifeline for Vermont’s most vulnerable seniors.”
The bill meets PAYGO requirements and is fully paid for by the Medicare Improvement Fund.
On Monday at Burlington’s Heineberg Senior Center, Welch announced his support for a change in the Social Security cost-of-living formula so that it more accurately tracks costs faced by seniors. That bill, H.R. 2429, would ensure that Social Security cost-of-living adjustments take into consideration the rapidly rising cost of health care for seniors.
Forecasters expect Social Security benefits will not increase for three years.

Her previous track duties this year have included everything from spotter to tire catcher so another title isn't anything new for the racing veteran.Shepherd's daughter and ministry director, Cindy Caldwell, as well as his wife, Cindy Shepherd, will also help keep the wheels turning during the team's trip to the Monster Mile.Herd Racing, Faith's sister race organization, will also send drivers Brett Rowe and Chad Beahr to help prepare the car, as well as spotter Joe Gilley.In addition to Craig Partee, a longtime Shepherd supporter, and a few other volunteer crew members, Shepherd said he should be in pretty good hands."The car should be pretty good," he said.
